Sales Tax Revenue Surges Across Terry County as Brownfield, Meadow and Wellman Post Monthly Gains; Texas Collections Reach $4.8 Billion

Sales tax revenues are showing encouraging signs across Terry County, with Brownfield, Meadow, Wellman and Terry County itself all reporting increases in their latest sales tax allocation payments compared to the same period last year.

The positive local numbers come as Texas Comptroller Don Huffines announced that statewide net sales tax revenue reached $4.8 billion in October 2026, up 13.3% from October 2025.

While all three Terry County communities saw increases in their latest monthly payments, the year-to-date figures tell a slightly different story, with Brownfield and Meadow showing growth and Wellman continuing to trail last year’s totals.

Brownfield Sales Tax Revenue Climbs 23%

The City of Brownfield received a net sales tax allocation of $185,276.77, compared to $150,626.85 during the comparable period last year. That represents a substantial 23% increase, or approximately $34,650 in additional revenue.

Brownfield’s year-to-date sales tax allocations have now reached $1,935,131.65, compared to $1,767,416.92 during the same period in 2025. That represents a 9.48% increase, or about $167,715 in additional revenue.

The increase is a positive development for Brownfield, where local sales tax collections provide an important source of funding for municipal services and operations.

Sales tax performance can also serve as one indicator of economic activity within a community, although individual monthly payments can fluctuate because of the timing of tax remittances and adjustments.

Meadow Records Impressive 92% Monthly Increase

The City of Meadow posted the largest percentage increase among the three Terry County cities, with its latest sales tax allocation nearly doubling from the previous year.

Meadow received $3,123.44, compared to $1,626.20 during the same period in 2025. That represents an impressive 92.06% increase, or approximately $1,497 in additional revenue.

For the year, Meadow has collected $19,471.61 in sales tax allocations, compared to $17,136.88 last year. That represents a 13.62% increase.

While Meadow’s overall collections are considerably smaller than Brownfield’s, the growth is still encouraging for the community. Because Meadow has a smaller sales tax base, even modest dollar changes can produce significant percentage swings.

Wellman Sees Monthly Increase but Remains Down for the Year

The City of Wellman also experienced an increase in its latest monthly sales tax allocation, although its year-to-date collections remain below 2025 levels.

Wellman received $666.68, compared to $535.14 during the comparable period last year. That represents a 24.58% increase, or approximately $132.

However, Wellman’s year-to-date collections stand at $11,720.65, compared to $14,981.07 during the same period last year.

That represents a decline of 21.76%, or approximately $3,260.

While the latest monthly increase is encouraging, Wellman’s overall sales tax performance still reflects a decrease from the previous year. Because of its relatively small tax base, fluctuations in individual businesses’ taxable sales or reporting schedules can significantly affect the city’s reported percentages.

Terry County Sales Tax Revenue Increases 12.37%

Terry County’s latest sales tax allocation also showed positive growth.

The county, which has a sales tax rate of 0.5%, received $73,845.21, compared to $65,711.19 during the same period last year.

That represents a 12.37% increase, or approximately $8,134 in additional revenue.

Terry County’s year-to-date sales tax allocations have reached $836,618.46, compared to $717,915.59 during the comparable period in 2025.

The county’s year-to-date growth stands at an impressive 16.53%, representing approximately $118,703 more than last year.

The increase provides an additional positive indicator for the county’s revenue picture, particularly as local governments continue to navigate rising operational costs, infrastructure needs, and demands for public services.

The combined latest allocations for the three cities and Terry County total $262,912.10, compared to $218,499.38 during the comparable period last year. That represents an overall increase of approximately 20.33%.

Combined year-to-date allocations total approximately $2.8 million, compared to approximately $2.52 million for the same period in 2025.

These figures represent payments to four separate local taxing jurisdictions and should not be confused with the state’s overall sales tax revenue collections.

Texas Sales Tax Collections Reach $4.8 Billion

Across Texas, sales tax collections also grew significantly in October.

Texas Comptroller Don Huffines announced Monday, November 2, that net state sales tax revenue totaled $4.8 billion in October, up 13.3% from October 2025.

“October’s strong sales tax collections are encouraging and reflect continued economic growth across key sectors of the Texas economy,” Huffines said. “These healthy collections provide lawmakers with an opportunity during the next legislative session to continue making property tax relief a top priority and help Texans keep more of their hard-earned money.”

The October increase marked the second consecutive month in which statewide sales tax revenue grew by double digits compared with the corresponding month a year earlier.

According to the Comptroller’s Office, it was the first time Texas had experienced consecutive months of double-digit growth since the period following the COVID-19 government shutdowns.

Sectors tied to business spending, including construction and manufacturing, drove much of the growth.

Construction and Manufacturing Lead Statewide Growth

Several major industries posted substantial increases in October sales tax collections.

  • Construction +38% Compared with October 2025
  • Manufacturing +33% Compared with October 2025
  • Retail trade +11% Compared with October 2025
  • Restaurants +2.3% Compared with October 2025

Construction-related sales tax collections increased 38%, while manufacturing collections climbed 33% compared to October 2025.

According to the Comptroller’s Office, the gains were spread across several subsectors and could reflect continued investment in major construction and industrial projects, including data centers.

Not every industry experienced growth, however. Sales tax remittances from the oil and gas mining sector declined nearly 12% compared to October 2025.

That decrease is particularly noteworthy for West Texas, where the oil and gas industry continues to play an important role in the regional economy.

Retail Spending Remains Strong, Restaurant Growth Slower

Consumer-related industries also contributed to October’s statewide sales tax increase.

Retail trade, the state’s largest sales tax-generating business sector, experienced an 11% increase in collections compared to the previous year.

The Comptroller’s Office attributed much of that growth to increased remittances from electronics and appliance stores, along with online shopping.

Restaurant sales tax receipts, however, increased by just 2.3%.

That increase was below the rate of inflation for food purchased away from home, suggesting that restaurant collections were not keeping pace with rising prices.

The contrast between strong overall retail growth and more modest restaurant increases highlights how consumer spending patterns can vary considerably across different industries.

Texas Year-to-Date Sales Tax Revenue Reaches $44.4 Billion

Through October, Texas has collected $44.4 billion in net state sales tax revenue for calendar year 2026.

That represents an 8.4% increase over the same period in 2025.

Sales tax remains the largest source of tax revenue for the State of Texas, accounting for approximately 59% of all state tax collections during fiscal year 2026.

The state also reported $14.3 billion in total All Funds revenue for October, a decrease of 8.1% compared to October 2025.

However, state officials explained that the decline was primarily connected to a one-time, $1.75 billion toll-related payment received during October of last year.

When that payment is excluded, total All Funds revenue actually increased 3.5% compared to the previous year.

Texas also collected $6.9 billion in All Funds tax revenue during October, representing a 7.1% increase from October 2025.

The Comptroller’s Office noted that net sales tax collections account for refunds, overpayment credits and prepayment adjustments. Most October state sales tax collections reflect sales made during September by businesses reporting monthly.

Local sales tax allocation payments operate on a separate distribution schedule and generally reflect taxable transactions from earlier months.

Texas collected $6.9 billion in All Funds tax revenue in October, up 7.1% from October 2025. Revenue from other major taxes included:

  • motor vehicle sales and rental taxes: $690 million, down 1% from October 2025;
  • motor fuel taxes: $332 million, down less than 1% from October 2025;
  • oil production tax: $634 million, up 56% from October 2025;
  • natural gas production tax: $50 million, down 78% from October 2025;
  • hotel occupancy tax: $51 million, down 21% from October 2025; and
  • alcoholic beverage taxes: $133 million, down 8% from October 2025.

What Does This Mean for Terry County?

For Brownfield, Meadow, Wellman and Terry County, the latest sales tax numbers provide encouraging information about local revenue trends.

Brownfield’s 23% monthly increase and nearly 9.5% year-to-date growth suggest stronger sales tax performance than during the same period last year.

Meadow’s nearly 92% monthly increase is particularly noteworthy, although its smaller overall tax base means percentage changes can be more dramatic.

Terry County’s year-to-date growth of 16.53% represents another positive development, with the county receiving nearly $119,000 more in sales tax allocations than during the comparable period last year.

Wellman remains the exception in the year-to-date comparison, with collections still running nearly 22% behind last year’s totals despite the latest monthly improvement.

For local governments, additional sales tax revenue can provide greater flexibility when addressing infrastructure improvements, public safety, equipment purchases and other operational needs.

However, stronger collections do not automatically mean local businesses are experiencing higher profits or that all sectors of the economy are growing equally. Inflation, large individual purchases and the timing of tax filings can also influence the reported figures.

With Texas reporting continued statewide revenue growth and most Terry County jurisdictions showing positive year-to-date results, the latest figures provide an encouraging financial outlook heading into the final months of 2026.

For Terry County, the biggest takeaway is that Brownfield, Meadow and the county itself are bringing in more sales tax revenue than a year ago, while Wellman is showing signs of monthly improvement but still faces a year-to-date shortfall.
