The acting Texas Comptroller, Kelly Hancock, released the monthly sales tax revenue totals on Monday, December 1, 2025. According to the release, the state’s sales tax revenue totaled $4.5 billion in November, 5.4 percent more than in November 2024. The majority of November sales tax revenue is based on sales made in October and remitted to the agency in November.
The City of Brownfield reported revenue of $191,978.94, a 10.53% increase from $173,677.30 in November of the previous year. Year-to-date revenue also rose, increasing from $1,701,078.14 to $1,959,395.86, representing a growth of 15.18%.
Terry County also experienced substantial growth in sales tax revenue, rising from $84,899.24 to $127,004.60, a 49.59% increase compared to the same period last year. Year-to-date revenue for Terry County improved, rising from $745,188.10 to $844,920.19, representing a 13.38% increase.
In contrast, the City of Meadow has seen a decline in revenue for four consecutive months, reporting $1,774.13, which is a 15.35% decrease from $2,096.04 during the same period last year. Meadow’s year-to-date revenue has also dropped by 18.43%, falling from $23,184.57 to $18,911.01.
Similarly, the City of Wellman has experienced a revenue decline for the fourth consecutive month, with figures falling from $745.85 to $600.41, a 19.49% decrease. Wellman’s year-to-date revenue has also decreased by 15.30%, from $18,398.18 to $15,581.48.
Hancock said, “State sales tax collections showed strong growth last month compared with November 2024. Results from nearly all major economic sectors were positive, as the Texas economy continues broad-based expansion at a moderate pace.”
Receipts from sectors primarily impacted by business spending generally increased last month, with the mining sector experiencing the strongest year-over-year growth in the past two years. Both the construction and manufacturing sectors reported higher remittances than the previous year, while collections from the wholesale trade sector decreased after a significant increase the last month.
Among the larger sectors driven mainly by consumer spending, retail trade and services saw solid growth compared with November 2024. The retail trade sector increased by more than 3 percent compared to last November. Notably, electronic shopping, which is the largest subsector within retail, rose by over 10 percent compared to last November.
Receipts from restaurants also increased by more than 2 percent from a year ago; however, comparisons to food inflation for meals eaten away from home cannot be made due to a lack of federal data.
Overall, total sales tax revenue for the three months ending in November 2025 was up 4.4 percent compared to the same period last year. Sales tax accounts for 58 percent of all tax collections and is the largest source of state funding for the state budget.
Texas collected the following revenue from other major taxes:
- motor vehicle sales and rental taxes — $582 million, down 1 percent from November 2024;
- motor fuel taxes — $353 million, up 2 percent from November 2024;
- oil production tax — $413 million, down 15 percent from November 2024;
- natural gas production tax — $169 million, up 7 percent from November 2024;
- hotel occupancy tax — $78 million, up 4 percent from November 2024; and
- alcoholic beverage taxes — $155 million, down 1 percent from November 2024.
