The Brownfield City Council will meet Thursday, November 5, 2026, at 7:30 a.m. in the City Hall Council Chambers, located at 201 West Broadway Street. Council members will consider several matters involving the city’s finances, public safety, municipal operations, and community events.
Key items on Thursday’s agenda include a proposed amendment to the city’s fiscal year 2026–2027 budget, an ordinance establishing a maximum of 10 reserve police officers, quarterly reports from the Brownfield Fire Chief and Municipal Court Judge, and funding reports on hotel occupancy tax revenue.
The council is also scheduled to consider an amendment to an agreement with the South Plains Association of Governments (SPAG) concerning administration of the Texas Community Development Block Grant Program.
City Budget Amendment Under Consideration
One of the more significant items on the agenda involves Resolution No. 20261022, which would amend the City of Brownfield’s adopted budget for the 2026–2027 fiscal year.
The proposed resolution would authorize changes to the city’s current operating budget. The agenda does not specify which departments, expenditures, or revenue accounts the amendment would affect.
Council members are expected to discuss the proposed changes and determine whether to approve the resolution.
Fire Department to Present Quarterly Report
Brownfield Fire Chief James Woolard is scheduled to present the department’s quarterly report and provide council members with an overview of fire and emergency response operations.
The report will include calls for service, equipment, fire prevention efforts, code-related matters, facility inspections, and critical incidents.
Additionally, the council will receive information concerning departmental operations, plan reviews, staffing, and volunteer personnel.
The report comes just days after Brownfield Fire & Rescue responded to a major fire Sunday night, November 1, at Mi Bonita Mexican Restaurant, located at 810 Lubbock Road. Firefighters from Brownfield and Meadow responded, with crews working through the night to contain the fire and remaining hot spots.
Although the fire occurred shortly before Thursday’s meeting, the agenda does not specifically indicate whether that incident will be addressed during the quarterly report.
Municipal Court to Report on Cases and Revenue
The Brownfield Municipal Court Judge will also present a quarterly update to the council.
The report will cover the number of cases handled by the court, warrants filed, magistration proceedings, court operations, and the department’s revenues and expenses.
The presentation will provide council members with information regarding the court’s workload and financial activity.
Council to Consider Expanding Police Reserve Program
Another notable agenda item involves a proposed amendment to the city’s police reserve ordinance.
The council will discuss and consider changes to Article 9.400 of the Brownfield Code of Ordinances, specifically Sections 9.401 and 9.407.
The proposed ordinance would establish a maximum authorized strength of 10 reserve police officers within the Brownfield Police Department.
It would also clarify appointment approval requirements and provide for the Chief of Police to continue supervising reserve officers.
Reserve police officers can provide additional personnel support for law enforcement operations, community events, and other public safety needs.
The proposed ordinance would establish the authorized limit, but approval would not necessarily mean that all 10 positions would be filled immediately.
Community Development Block Grant Agreement
Council members will also consider Amendment No. 1 to an interlocal governmental cooperation contract between the City of Brownfield and the South Plains Association of Governments.
The agreement concerns administrative services associated with the Texas Community Development Block Grant Program.
The program provides funding opportunities to eligible communities for projects involving public infrastructure, community facilities, and other qualifying improvements.
The agenda does not specify the particular changes being proposed to the existing agreement.
Chamber of Commerce Event Funding Reports
Three separate agenda items involve post-event funding reports submitted by the Brownfield Chamber of Commerce.
The reports concern funding provided through the city’s Hotel Occupancy Tax revenue for three community events held during September and October.
The events include:
- Music & Motors Concert and Car Show, held October 2, 2026.
- The 79th Annual Terry County Harvest Festival, held October 3, 2026.
- Grape Capital Vineyard Festival, held September 12, 2026.
Hotel Occupancy Tax funds are generally designated for qualifying activities that promote tourism and hotel activity within the community, subject to state law.
The council will review the Chamber’s post-funding reports for each event. The agenda does not list the funding amounts or expenditures associated with the reports.
Executive Session Scheduled
The council is also scheduled to enter executive session under Section 551.071 of the Texas Government Code.
The closed session will allow council members to consult with the city attorney concerning pending or contemplated litigation or matters in which the attorney’s duties under the Texas Disciplinary Rules of Professional Conduct conflict with provisions of the Texas Open Meetings Act.
Following the executive session, the council will return to open session and may take any necessary action.
The agenda does not identify a specific legal case or subject of litigation.
